In a packed courtroom at the U.S. District Court of Appeals, the 11 judges peppered the attorneys for the Consumer Financial Protection Bureau and mortgage lender PHH Corporation, which is challenging the regulator, about the bureau’s powers and how it compares to other agencies. The case is being debated at a time when Republicans and business groups are intensifying their efforts to limit the bureau’s abilities and are calling on President Trump to oust the current director, Richard Cordray.
